The dates behind a CAT1 report
- Jan 1 to Dec 31Each elevator needs a Category 1 test in the calendar year.
- 21 days after the testThe test report is due.
- 90 days, then 14If the test found defects: fix them within 90 days of the test and file the Affirmation of Correction (AOC) within 14 days of the fix. Miss that and DOB issues a Failure to Correct (FTC) violation.
- Jan 21 the next yearLast day to file. "Filings not submitted by January 21 of the following year will not be accepted and failure to file violations will be issued."
The open violations on this page are from the 2025 cycle. "No 2026 report on file" is about this year's tests.

Open FTF and FTC violations
As of , the borough lists hold 18,162 open DOB violations from the 2025 cycle on 13,764 active devices at 8,550 buildings. 11,740 are Failure to Correct (FTC) and 6,422 Failure to File (FTF). 10,026 come from CAT1 tests and 8,136 from periodic inspections. Some of the devices are escalators, lifts or dumbwaiters. DOB issued them in two batches, on Oct 2 and Oct 29, 2026.

Per DOB, an FTF with status Active can stay open until the penalty is paid, even once the report is filed. liftdue leaves those out when DOB NOW shows a report of the same type for that cycle or later on the device.
Where the owner names come from
DOB NOW's elevator data has no owner column. liftdue takes the owner from the HPD registration first, then PLUTO, the city's tax-lot file. HPD registrations cover residential buildings, not commercial ones, and update monthly. PLUTO updates quarterly, so a recent sale may not show yet.
Of the 16,910 buildings on the five lists, 7,257 have an owner name from HPD and 8,731 from PLUTO. The other 922 have no owner name in either, so we can't tell who owns them; they stay on the list with no name. Rows show the managing agent where HPD lists one. Nothing here says who maintains an elevator today. DOB's elevator data has no field for that.

How we count
liftdue counts active elevators (not escalators, lifts or dumbwaiters) whose latest Category 1 report in DOB NOW is from 2020 or later but not from 2026. It leaves out elevators with a data caveat (an unusable address counts as one), and buildings whose owner on record is a private person rather than a company: liftdue doesn't list individuals.
For violations it keeps open FTF and FTC violations from the 2025 cycle, from CAT1 tests and periodic inspections. It leaves out removed devices and Failure to File violations on devices that now have a report of the same type on file for that cycle or later.
